== Dissolution and successor organisations == In December 1998, Democratic Left in England and Wales was formally dissolved and reconstituted as the New Times Network, which adopted a more inclusive membership policy that welcomed members of the Labour Party and other political organisations. The Constitution of the Empire of Japan was enacted on November 29, 1890. It was a form of mixed constitutional and absolute monarchy. The Emperor of Japan was legally the supreme leader, and the Cabinet were his followers. The Prime Minister would be elected by a Privy Council. The 1889 Meiji Constitution made relatively small concessions to civil rights and parliamentary mechanisms. Party participation was recognized as part of the political process. The Emperor shared his authority and gave rights and liberties to his subjects. It provided for the Imperial Diet (Teikoku Gikai), composed of a popularly elected House of Representatives with a very limited franchise of male citizens who were over twenty-five years of age and paid fifteen yen in national taxes (approximately 1% of the population). The House of Peers was composed of nobility and imperial appointees. A cabinet was responsible to the Emperor and independent of the legislature. === MALDI-TOF MS === Another study used matrix-assisted laser desorption ionization-time of flight mass spectrometry (MALDI-TOF MS) to determine resistance patterns in bacteria from freshly positive blood cultures. MALDI-TOF MS can detect changes in mass to charge ratios. Cabapenem-resistant bacteria often employ β-lactamases, which physically disrupt the structure of β-lactam antibiotics. Since this causes a change in the mass of the antibiotic, resistant bacteria are detectable by MALDI-TOF MS. Accepted clinical tests often require an overnight incubation before reading the result, but MALDI-TOF MS can return results in just 4–5 hours. MALDI-TOF cannot detect resistant bacteria, which do not physically disrupt the β-lactam antibiotic, i.e. where no mass change occurs. Therefore, the method serves best as a first screen for patients admitted to the hospital, but should be followed with secondary testing.

== History == The concept of the regulation of the internal environment was described by French physiologist Claude Bernard in 1849, and the word homeostasis was coined by Walter Bradford Cannon in 1926. In 1932, Joseph Barcroft, a British physiologist, was the first to say that higher brain function required the most stable internal environment. Thus, to Barcroft homeostasis was not only organized by the brain—homeostasis served the brain. Homeostasis is an almost exclusively biological term, referring to the concepts described by Bernard and Cannon, concerning the constancy of the internal environment in which the cells of the body live and survive. The term cybernetics is applied to technological control systems such as thermostats, which function as homeostatic mechanisms but are often defined much more broadly than the biological term of homeostasis.
